The report names the central part of the hill the Los Feliz Heights Residential Historic District, bounded by Nottingham Avenue and Vermont Avenue and by Los Feliz Boulevard and Griffith Park. Which facts about the hill change the numbers?
The survey status of the house. SurveyLA counts 317 properties in the district and 232 of them as contributors. A contributor house carries a City record that a buyer will read before a future resale, so its status belongs in your file from day one. Streets east of Vermont Avenue, such as Aberdeen Avenue and Dundee Drive, sit outside the district and carry no district status.
Landmark status. A house that is a City Historic-Cultural Monument comes with a different conversation about exterior changes. The hill holds several. Glendower Avenue alone has the Ennis House (HCM #149), the Wirin House (HCM #812) and the Hlaffer-Courcier Residence (HCM #1069). For an investor planning work on a house, that conversation happens before the offer, not after closing.
The Mills Act and its cap. The City's Mills Act program is a revolving 10-year contract that renews each year and passes to the new owner. If the house you buy already has one, it comes with the house. If you hope to apply for a new one, note that new single-family applications are capped at $1.5 million in value unless an exemption is granted. At the luxury level on this site, that cap is the first question to put to your CPA and the City.
The boulevard at the foot of the hill. Los Feliz Boulevard between Vermont Avenue and Lambeth Street is its own SurveyLA district of about 115 multi-family properties built from 1920 to 1969. The Monterey Apartments at 4600 to 4604 Los Feliz Boulevard are HCM #353, and the 1929 Los Feliz Manor Apartments at 4643 are an Art Deco example the survey singles out.
